It's an essential DOS system file.
If you don't have it on your system, try downloading the
boot disk files for 95 from <a rel="nofollow" style='text-decoration: none;' href="http://www.bootdisk.com/," target="_blank">http://www.bootdisk.com/,</a>
transfer them to a floppy disk, place it in the floppy
drive and boot the system. The BIOS must be set so that
the floppy drive is the first boot drive.

If the system boots to the A:\> prompt, enter the command
copy command.com c:
And then also enter copy command.com c:\windows
That should copy the file to the locations it usually is.
Then remove the disk and reboot.
