Every time I start my computer there is an open folder on my desktop
C:\Program Files\Dell
I close it but when I reboot my computer there it is again.

It is not linked my StartUp group.

Why is this folder opening each time I boot, and how can I prevent it?

Go to registry key
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
and create/change here dword values "SeparateProcess" and
"PersistBrowsers" - both should be set to 0;
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer
and create/change dword value "DesktopProcess" - set it to 0.

Sounds like something tacked on program from Dell in the MSCONFIG lost
the quotes. Open MSCONFIG in Run box and uncheck the offending entry.

Dell has acknowledged the issue and provides a solution here.
